Pitting schools against parents

Here's why schools may tell parents their children don't need, qualify, or aren't severe enough to warrant a statement. This is the Director of Children and Young People's Service reminding the School's Forum (made up of head teachers and governors) of the implications:

With reference to the second report (North Yorkshire's draft strategy on SEND), Cynthia Welbourn advised the Forum that there was a need to control expenditure better in what is a high spend area. Schools have a strategic interest in containing the number of new statements as the additional funding would have to be found from cutting school budgets. Link. (Item 385)
