Children and Young People's Autism Strategy - why are we waiting?

The strategy, first published as a draft in April 2012 and approved by the Council on 16 October 2012, included details of an implementation plan:

A detailed implementation plan will be developed which will be monitored by the Children’s Trust Board through its SEND Change and Integration steering group. (p19)

There was a update due on the strategy at this month's Childrens Trust Board meeting (see here for the Forward Plan) but the autism strategy never made it on to the agenda (see here).

What on earth is happening? No update and no implementation plan nine months on.
